Before you can develop a security plan, you have to complete a risk assessment, which sounds complicated, but really comes down to taking a critical look at the organization and measuring the potential risks and threats.
The difficult part of the risk assessment is the knowledge to make a complete list of all the possible risks and then the ability to rank them as to the likelihood that your organization may experience them.
